Basement finishing in Pine Island

A small city on the Middle Fork of the Zumbro River that has become a bedroom community for Rochester.

Pine Island had 3,769 residents at the 2020 census. Most of the city is in Goodhue County, with a small part in Olmsted County, and it lies along the Middle Fork of the Zumbro River north of Rochester. It was platted in 1856, and its name comes from a Dakota name meaning "island of pines." Over time it has shifted from a farm-service town to a place where many residents commute to Rochester.

River town, older homes

Older homes near the center of town and the river were built when basements were for storage and furnaces. Before finishing one, check carefully for dampness after heavy rain and spring melt, make sure the sump and downspouts work, and plan wall insulation the way Rochester's checklist describes, with framing kept off the foundation and a sealed vapor barrier on the warm side.

Newer homes for commuters

Newer houses built for Rochester commuters are more likely to have full-height basements that are easy to finish with a family room, bedroom and bath.

Permits

Pine Island issues its own permits as a city. Since it straddles two counties, the city, not the county, is the place to start. The state building code governs egress, alarms and ceiling height.
